Job Description:

Assists the Employee Services team with various Human Resources/General Operations related issues by providing standard and technical administrative duties including recruitment, training, policy and procedures, and benefits. This position gives particular focus to benefits offered to City of Denison employees and performs, administrative and related work as required involving the benefit administration of the division of Employee Services. Meets the desired goal of Employee Services to promote wellness and to offer a well-rounded program offering trainings and events relating to all our areas of our employees health and wellness. Examples of Duties The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned. Ensures all eligible employees are educated on both benefits including medical, dental, vision, EAP, telemedicine, life insurance plans including city provided and optional coverages.Works closely with Employee Services Director and ES Specialist to provide outstanding customer service to current and potential City of Denison employees.Coordinates benefit administration serving as primary contact to benefit broker and vendors. Reconciles benefit bills monthly. Leads open enrollment process annually.Reviews all insurance billing and employee payroll deductions for accuracy; prepares check requests for monthly insurance premiums collected through payroll deductions; assists with other employee benefit billing and coordination as required.Enrolls new hires and assists with benefit information; may serve as liaison between employee and benefits provider.Works closely with benefit brokers and advisors.Maintains accurate personnel and medical files.Utilizes HR software to post job openings, screen applicants, and onboard new hires. Assists in maintaining job descriptions for all positions.Assists employees with retirement program benefits.Assists Director in worker compensation claims and safety efforts.Assists Director with Civil Service Police and Fire testing administration and other related matters.Assists with Risk management and safety efforts.Coordinates with ES Specialist to plan and schedule new hire orientations as related to benefits.Plans and hosts wellness, open enrollments, trainings, and employee events.Identifies qualifying events for benefit for employees.Attends meetings and seminars as necessary.Prepares research reports, memos, documents, charts, graphs, etc. for meeting purposes.Crafts flyers and other promotional material for events.Assists in a variety of audits for payroll deductions and billing.Reconciles invoices from our benefit vendors.Screens telephone calls, visitors, and incoming correspondence; frequently prepares routine correspondence and reports for Directors signature.Supports and assists other Employee Services personnel with daily duties.Other duties as assigned. KNOWLEDGE SKILLS AND ABILITIES Knowledge of Human Resource planning principles and methods.Knowledge of theories, principles and practices of job analysis, classification and evaluation.Knowledge of recruitment and selection methods and practices.Knowledge of EEO, FLSA, ADA, FMLA, Equal Pay Act, Civil Rights Act/Title VII and other Federal, State and local regulations.Knowledge of effective leadership and management principles and methods.Knowledge of the Local Government Code 143, Civil Service Rules and Regulations.Knowledge of Risk Management practices, laws and methods.Ability to monitor and evaluate benefit programs such as group insurance.Knowledge of principles, practices, and techniques of public personnel administration and human resources management.Must be skilled effectively in communication with people in diverse cultural and educational backgrounds, including appointed and elected officials and employees at all levels.Knowledge of the Citys and Departments operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.Ability to research and analyze detailed information and make appropriate recommendations.Ability to carry out department goals and objectives.Ability to implement and evaluate projects and programs.Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.Knowledge of administrative policies and procedures of the City.Ability to establish and maintain accurate records of assigned activities and operations.Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.Ability to think quickly, maintain self-control, and adapt to stressful situations.Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.Ability to perform mathematical calculations required of this position.Ability to communicate clearly, concisely and effectively in English in both written and verbal form.Skill in researching and understanding complex written materials.Ability to prepare and maintain accurate and concise records and reports.Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.Ability to handle sensitive interpersonal situations calmly and tactfully.Ability to maintain professionalism at all times.Ability to maintain effective working relationships with individuals within and outside the organization.Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.Ability to work the allocated hours of the position and respond after hours as needed. Typical Qualifications MINIMUM REQUIRED QUALIFICATIONSMust have high school diploma/GED with three (3) or more years work experience in human resources and benefit administration.Must have a valid drivers license.Must have driving record sufficient for coverage by the Citys auto liability carrier.Must be proficient with Microsoft Office, Word, Excel, Access, Publisher, Power-Point as well as internet computer applications. PREFERRED QUALIFICATIONSAssociates degree.Prior experience working with benefit brokers, medical claims, and insurance providers.Municipal government experience.Experience with Tyler Technology software program.Experience with NeoGov Insight and Onboard systems.
