Summary The incumbent functions as a Purchasing Agent for the Prosthetic and Sensory Aids-Service (PSAS), VANTXHCS. In this capacity, incumbent will also be responsible for phone calls, correspondence, and visits from Veterans, family members, Veteran Service Organizations, Home Based Primary Care clinical team members (HBPC), private medical facilities, hospice care, nursing homes, assistive living facilities, vendors and clinical staffs regarding eligibility, durable medical equipment, and services. Responsibilities Duties include but are not limited to: Use judgment to interpret guidelines, adapt procedures, decide approaches, and resolve problems while adhering to Prosthetics guidelines, policies and procedures. Ensure that patients receive appropriate patient education/training and measurements for Prosthetic items prior to issuance and engages clinical services as needed. Purchase minor items of Durable Medical Equipment (DME) and assist with the Prosthetics Service Card (PSC) program to repair braces, wheelchairs, and prosthetic limbs up to the micro purchase threshold (currently set at $10,000). Comply with fiscal policies and procedures to include the Prompt Payment Act as it affects payment process. Maintain electronic filing system of all documentation as required by the Federal Acquisition Regulations by effectively operating an electric typewriter, personal computer and/or workstation keyboard and visual display link to a mainframe computer. Maintain catalogs, brochures, and vendor files to ensure the ability to advise professional staff regarding readily available item(s). Input information correctly in the Integrated Funds Distribution Control Point Activity (IFCAP) software and utilize correct CMS, HCPCS and VA coding. Interpret and verify disability code on prescription is appropriate for device being requested by using understanding of medical terminology, anatomy, and or physiology. Operate the PSAS software package to maintain a detailed and accurate accounting of all actions taken for Veterans and document on record showing items or services provided. Verify accuracy of invoices and prepare correspondence for review and transmittal. Perform contract follow up duties. Receive phone calls, correspondence and visits from Veterans, family, VSO and clinical staff about eligibility, equipment, services, and benefit. Respond by communicating well, both verbally and in writing with correct spelling and grammar. Communicate with technical specialists on various purchasing processes ensuring effective communication, both orally and in writing, with individuals from variety of backgrounds and with varying levels of understanding. Ensure the correct Medical Health Common Procedure Coding System (HCPCS) is assigned to each product procured. Review the prosthetic request in detail, determine legal eligibility and medical entitlement, ensuring the proper actions are taken to fulfill the request. Communicate to internal and external stakeholders decisions on client eligibility for prosthetic devices following review of the physicians/clinicians prosthetic request or prescription. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 8:00 am - 4:30 pm. Occasional evening and weekend work may be required depending upon Service coverage needs. Telework: May be eligible for telework. Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in-depth or broad knowledge of a body of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements and/or commercial requirements that have unstable price or product characteristics, hard to locate sources, many critical characteristics, or similar complicating factors; background in purchasing or inventory management; a candidate with a medical background is preferred. GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in-depth or broad knowledge of a body of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements and/or commercial requirements that have unstable price or product characteristics, hard to locate sources, many critical characteristics, or similar complicating factors; background in purchasing or inventory management in the prosthetic area; a candidate with a medical background is preferred. You will be rated on the following Competencies for this position: Contracting/Procurement Planning and Evaluating Communications Computer Skills Medical Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
